It is known that in recent years the agricultural sector has been rapidly developing, and the volume of exports of agricultural products is growing. Of no small importance is the use of high-quality mineral fertilizers and chemicals in the industry.
&ldquo;Mineral fertilizers and chemicals are biologically active compounds, and violation of the rules for working with them reduces the quality of food, endangering human health, flora and fauna, and the environment,&rdquo; said Ibragim Ergashev, head of the State Wire Quarantine Inspectorate. &ldquo;There are also counterfeit and counterfeit products on the market today,&rdquo; he said. In addition, the country has not settled the issue of the destruction of counterfeit chemicals and has not fully established state control in this area. At present, the handling of mineral fertilizers and chemicals is mainly regulated by the Law on the Protection of Agricultural Plants from Pests, Diseases and Weeds. The provisions of this law are limited to the registration of these documents.
The draft law developed for this purpose amends and supplements a number of laws. The deputies expressed their opinions and proposals on the concept of the draft law during its consideration in the first reading.
The deputies note that the adoption of this bill will strengthen the rights and obligations of the Agency for Plant Protection and Quarantine at the legislative level. Most importantly, licensing the import, wholesale and retail activities of mineral fertilizers and chemicals will allow controlling the import and use of counterfeit chemical plant protection products in the country. The bill provides for a license for the sale of mineral fertilizers and chemicals for a period of 5 years and a permit for 1 year.
A number of proposals and recommendations on the bill were made at the meeting. It was noted that this is important for our life today, and in order to improve the project, it is necessary to organize workshops with local experts.
After heated discussions, the document was conceptually adopted in the first reading.
